Explanation of AAP

An AAP or Alternative Approval Process is a tool created by the Province for city leaders to measure citizen’s reactions to the proposal of a borrowing bylaw in lieu of a referendum. In this case, $90 million dollars for a New Public Works Yard and other wants. Here is the problem. The AAP works like a negative billing scheme wherein all citizens are deemed to have approved of the borrowing bylaw unless they formally disapprove by filling out and submitting an Opposition Form. Even if you have never heard of the AAP you have automatically approved!

This process is very undemocratic so you can see how important it is the city makes sure they provide you with notice of their intention to borrow money. 

We believe our city has failed to deliver  proper and effective notice to all tax payers who will be responsible to pay back the $90 million dollars! 

Also, the city has not disclosed topping off the money with reserve funds as we understand is part of their plan to fund the project. 

Citizens have the right for our City to conduct this AAP within the regulations provided in the Charter.  

It appears they have fallen short and with more AAP’s planned for the future we need to hold our city accountable now! Oppose this AAP by signing and submitting the Opposition Form in the link below. You can take the form directly to City Hall or drop it off at Sandy Bartlett’s law office at 225 Vancouver Ave. where they will scan, count and deliver your form to City Hall before the deadline.
